New Law Requires Headlamps with Wipers

As of January 29th, 2007 the use of windshield wipers will require headlights. The actual law is found in the Pennsylvania Vehicle Code (Title 75) in Section 4302 - Periods For Requiring Lighted Lamps.

Specifically, subsection (a)(3) states that head lamps must be lighted "any time when the vehicle's windshield wipers are in continuous or intermittent use due to precipitation or atmostpheric moisture, including rain, snow, sleet or mist." Though using headlights during inclement weather might not necessarily help you see better it will make it easier to be seen.
